It's my understanding that they did so. (Also prophecieed in Ezekiel 37:1-14).
But I've come across Christians who don't believe that the modern straight of Israel is actually fulfilling end time prophecies (Jehovah's witnesses to be exact) and they say Isaiah 66:7,8 was fulfilled "when Cyrus the Great, authorized the return of the Jews to their homeland.—Ezra 1:2".
Ezra 1:2-3 NLT
[2] “This is what King Cyrus of Persia says: “The Lord, the God of heaven, has given me all the kingdoms of the earth. He has appointed me to build him a Temple at Jerusalem, which is in Judah.
[3] Any of you who are his people may go to Jerusalem in Judah to rebuild this Temple of the Lord, the God of Israel, who lives in Jerusalem. And may your God be with you!
What is your understanding? The whole of Isaiah 66 looks eschatological to me!
Isaiah 66:7-8 NLT
[7] “Before the birth pains even begin, Jerusalem gives birth to a son.
[8] Who has ever seen anything as strange as this? Who ever heard of such a thing? Has a nation ever been born in a single day? Has a country ever come forth in a mere moment? But by the time Jerusalem’s birth pains begin, her children will be born.

Biblical prophecy is cyclical rather than "one and done." Rather than ask "has this prophecy been fulfilled," more rich questions would be "How many times and to what degree has this prophecy been fulfilled." I would agree with you, Isaiah 66 has seen fulfillments. But it has not yet been utterly fulfilled.
It is my belief that Isaiah 66:7-9 will be fulfilled over the course of three great harvests and marked by the three harvest moedim that God commands his sons to appear, clean, before Him. Three great harvest will occur on an Unleavened Bread, a Shavuot 3 years later, and on the final Sukkot at the end of the 1000 years. I've been so excited finding so many scriptures, in temple/tabernacle imagery, in parables, in narratives, and in prophecy that confirm this three harvest sequence in both the Old and New Testament. The kingdom of God is truly like leaven that spreads through three measures of flour, until it is all leavened (Mt 13:33; Lk 13:21). The first two harvests of sons of God include the barley (inner court kings and priests as well as "Boaz and Jachin" pillars) and wheat (outer court "Levites") will be crucial in bringing in the last harvest of the sons of God (oil and wine) throughout the Millennial Kingdom.
